A covenant is a relationship.  God’s covenant with us consists of commandments and promises that He gives us by His grace.  There is a broad organic relationship between the commandments and promises, which sometimes ties them at the most fundamental level (as demonstrated in Ephesians 6:2-3).  See also Covenant Structure.
